Vet News Florida puts pet shops on notice (but Holiday shoppers beware)

Spied in The Miami Herald Online yesterday: State inspectors in Florida will be on the lookout for non-compliant pet shops across the peninsula in advance of the annual puppy shopping extravaganza occasioned by the Holidays.

Here’s the scoop:

“State inspectors will conduct a sweep of pet stores during the next five weeks to ensure the establishments are complying with laws that protect consumers who buy pets.

Florida Agriculture Commissioner Charles H. Bronson said dogs and cats must be at least eight weeks of age when offered for sale. The animals also must be accompanied by a state health certificate signed by a veterinarian within the past 30 days.

The certificate must document that all required vaccinations, tests and treatments for parasites were provided to the animal. Dealers also must provide purchasers with information on buyer's rights under the law, including the right to return an animal within 14 days if deemed unfit by a veterinarian.”

Not that the piece explains much beyond these three paragraphs. In fact, that’s all it says, so don’t even bother clicking the link. The Orlando Business Journal must’ve picked up the same press release, since they basically trod over the same exact ground.

Despite the lack of explanatory information, I find this news postworthy as a result of its novelty. As a Floridian and an avid pet shop critic, never before have I heard any stirrings from the Sate of Florida’s agriculture department on the subject of increasing pet shop oversight.

Though my state has become increasingly willing to intervene on behalf of consumers when pet shops provide low quality products, little has been done to discourage these retailers from doing so in advance of a sale. In fact, I reckon this newest “sweep” has more the customer in mind than the actual wares.

No matter—I’ll take it. If children crying over sick pups at Christmastime is what’s required to alter the state’s approach—rather than the suffering of an industry’s collective basket of sentient goods—at least it’s a start. If this new approach provides much-needed oversight of an industry plagued with animal welfare abuses, I’ll cheer—regardless of what drives the state to take these measures.

Now we just have to sit back and see what comes of it. But if pet shops are sanctioned, closed down, required to seek treatment for their ubiquitously sick puppy mill inventory, I’ll be surprised. If the goal is to ensure that the i’s are dotted and the t’s crossed on all health certificates, the inspectors might as well stay home for the Holidays.

I, for one, am not holding my breath after catching wind of this press release. I will, however, be waiting to see if it makes any dent at all in the quality of the merchandise I’ll be caring for over the next couple of months.

This might be a tad optimistic of me, but I am really hoping that with the economy the way it is, people might rethink gifting their children a puppy, kitten, or other pet this holiday season. After all, Barbies and Hotwheels don't need to eat or go to the vet. But the responsible, intelligent people who realize what a financial commitment a puppy is are most likely the same responsible, intelligent people who would not purchase a puppy for Christmas, much less a pet store pup.

justinluv, one would think. Unfortunately I need only look at our local Craigslist to see the number of xmas puppy/kitten ads (I mean want ads!) to know nothing ever changes with this old story. I do hope when they find out they aren't going to get an 8 week old French Bulldog puppy on CL for a $100 adoption fee that they'll then perhaps consider a more financially reasonable alternative, a shelter pet.

"Gift pets" are almost never a good idea, unless you are absolutely certain that the intended recipient really wants a living, eating, chewing, pooping creature that requires a 12-20 year comittment of time, energy, care, and (oh, yes) money. And the holidays, with their inherent commotion and assorted household hazards (both decorative and culinary) are, for most people, not the best time for acquiring a new animal even if one is really wanted. A much better option would be an adoption gift certificate from a shelter; and most now offer that option.

I may not be paying close attention, but, I've noticed that a lot of department stores have stopped running the obiquitous "puppy with a bow popping out of a gift box on Christmas morning" ads. I'm kind of hoping that they've become more socially aware. I don't know about Florida but in my area of Wisconsin there are very few pet stores that have puppies and kittens and the ones I've seen know, and are willing to tell the buyer, exactly where those furries came from. There may still be pet stores in small communities selling "puppy mill" puppies but I haven't been in them. We have a small, and I do mean small, pet shop/groomer about 10 blocks from us who used to pay for kittens from the neighborhood to resell but after my crew and I talked to her (okay, we kind of badgered her) she stopped doing that because the same people came in every spring with litters. She was good about getting a copy of their drivers license or a picture i.d. so she knew who they were. Now if you show up with a litter she will take them once, and once only. The people she is buying from get information on free/low cost neuter service, supplied by us, and are told "one litter only". Baby steps, but they are adding up.

No responsible breeder sells their puppies or kittens through third parties. They insist on choosing the new owners of their babies for themselves, by whatever selection criteria they believe are most likely to make for safe, happy, loving homes for them. This is true even of the better backyard breeders, who really do love their dogs and take care of them, and think they're being responsible, but don't know anything about breed genetics or health screening. And all too often the "local breeders" that pet stores cite as the souce of their puppies are puppy mills, or wanna-be puppy mills.

But if your local pet stores area actually getting their merchandise only from local breeders whose premises they have actually inspected to be sure that the dogs are being raised in clean, healthy, family settings, that's definitely a baby step in the right direction.

And it's FANTASTIC that you've convinced that one pet shop/groomer to adopt that "one litter only" policy, and to point the people bringing them in toward low-cost spay neuter! THAT is more than a baby step!

The one thing I respect pet shops in Germany fpr is that they decided to stop selling dogs and cats voluntarily afew decades ago. There's one really big pet shop who started to sell cats this year, but the breeder who supplied them was banned from the breeders society for it and as far as I know they haven't found anyone else to supply them with cats. The people who spent a lot of money for cat with paperwork now have a cat they could have adopted at any shelter and a lot of useless paperwork.

I'd like to point out that breeders who sell to "middle men" like bunchers, Hunt's, or even pet stores directly are required by law in the US to be registered with the USDA. While pet stores may be willing to tell people where they got their puppies (information that should be right on their papers when puppies are registerable), they are still getting them from dog wholesalers who breed for quantity rather than quality, and in most cases these breeding dogs live in substandard conditions. I personally have never seen an actual pet shop that did not purchase their dogs from Hunt's or mills.

There has been a trend in NYC to purchase dogs from home breeders rather than pet shop puppies - a combination of bad experiences (NYC pet shops have the worst reputation I have ever seen, with people's new puppies routinely dropping dead) and an awareness of the conditions in puppy mills. Now puppy sellers are beginning to wise up and are operating out of small shops or basements and telling people they bred the dogs themselves. (There is also a rash of people collecting yorkies and other popular breeds so that they can establish "mini-mills" in their home basements.)
